I equitable came across a pair of wraparound cufflinks.They're very nice,but I don't discern if they are appropriate to wear (I think they went out in the 70's,am I erroneous?).Also,matching tie bar and cufflinks,yes or no?

It all depends on how old you are. If you are in your 20's or 30's it would be considered retro. If you are older it would be considered old fashioned. People would mark you just hadn't caught up with the styles.
